Inactivity/Tanking:

I hope that none of these things have to be enforced, but this

is to prevent people from throwing the season. Penalties are:

1. The team will be banned from that year's playoffs,

regardless of record.

2. The team will automatically forfeits all picks in the

following year's draft. If the team has already traded all of its picks, then the next year's picks are forfeited, etc.

(If pick was traded, value remains according to standings. If owner quits, new owner gets the pick where it would have been)

An owner will be penalized after 1 instance of any one of the

following situations:

A team will be considered "non-competitve" if an owner:

1. Starts a player on the NFL or Death Valley I.R. list when

the team has a healthy player at the same position.

2. Starts a player on a bye week when the team has a

healthy, active player at the same position.

3. Starts a player listed as "Out" prior to kickoff when the

team has a healthy, active  player at the same position.

4. Starts one or more "empty" lineup spots and has a healthy player to put in.

5. Starts a player who is a NFL non-starter when the

team has a healthy, NFL starter at the same position.

New "Competitive" Rule:

If the commissioner notices or is alerted that it is BLATANTLY OBVIOUS an owner is not fielding his most competitive lineup and then loses the game, that owner will have his picks forfeited.

NOTE - This is the most subjective of the changes and is commissioner's discretion. This is one of those "you know it when you see it" type things.

Examples of BLATANTLY OBVIOUS:

I bench pretty much any  RB and play a WR (sorry, there is no excuse to play a WR if you have even a halfway decent RB-you will not win that argument)

I bench QB Aaron Rodgers GB and play QB Mark Sanchez NYJ (there is an obvious point difference here)

I bench WR Calvin Johnson DET and play WR Lance Moore NO

I bench TE Jimmy Graham NO and play TE Zach Miller SEA
